Are taxes meant to subsidize things we already have, or provide that which does not naturally occur?  Should we subsidize renewable energy, or just auction off funds to companies wanting to use government $$$ to build renewable projects?  Economics has answers, but are these tow options really any different when it comes to the purpose of our government?  I lean towards auctions…at least with auctions we would not overspend or worry about long-term entrenchment in counterproductive subsidies [cough, corn & oil subsidies, cough].
